Visit the W3C style site since they are the group that developed html and css.
Then, check out the W3C Core Styles, a great way to test out some "official" W3C styles.
A couple of good books are Cascading Style Sheets, Second Edition: Designing for the Web by Hakon Wium Lie, Bert Bos, Robert Cailliau(the guys who made CSS!) and Cascading Style Sheets: The Definitive Guide by Eric Meyer.
